Municipal plans, linked to every property.
The municipal plan is the municipality's main planning document. It has a social element with an action plan, and a land-use element. The land-use element matters most for property analysis: it sets the main land use for each property (housing, business, agriculture, nature and outdoor recreation, conservation and more) and sets the framework for later zoning plans.

Municipal plans in Placepoint
The municipal plan is the municipality's main planning document. It has a social element with an action plan, and a land-use element. The land-use element matters most for property analysis: it sets the main land use for each property (housing, business, agriculture, nature and outdoor recreation, conservation and more) and sets the framework for later zoning plans. The dataset is a national copy of the municipalities' own plan data, synchronised at regular intervals, and collected and published by Kartverket through Geonorge.
Only the geographic vector data for the land-use element is available. The related plan documents are kept in each municipality's own plan register, and each plan area on the map links to the municipality's document. SePlan gives an overview of what is available nationally. For a developer, the municipal plan is the first check when assessing a plot: is the land set aside for the use I want? For a broker, it gives useful context for sales particulars and valuations. Related: Zoning Plans, Regulation plan proposals, Mapped municipal plans (our own more detailed extracts for selected municipalities). The colours on the plan map are explained in the zoning plan legend.
Daily updates apply to municipalities with geosynchronisation. For other municipalities, plan data is updated once or twice a year.
This text is based on the dataset documentation, synced 16 October 2026.

About the datasetCoverage Map Case Access

About the datasetHow often are municipal plans updated?
Daily. Daily updates apply to municipalities with geosynchronisation. For other municipalities, plan data is updated once or twice a year.
Where does the data come from?
From Kartverket. We collect the data, check its quality and place it on the right property, with the source and date on every field.
How do I see municipal plans for a property?
Look up the address in Fusion and turn on the Property map layer. The dataset is a separate layer there, and the details appear in the property panel when you click on the map.
Can I get the dataset programmatically?
Yes. The same data is available in Placepoint API and in Placepoint AI through MCP, so you can bring it into your own systems and agents.
