Zoning Plans, already linked to every property.
The zoning plan is the detailed planning instrument under the Planning and Building Act, and the single document that binds a specific property to specific building and construction permits. The dataset covers both area zoning (larger areas) and detailed zoning (single projects or smaller areas), as well as state zoning plans where the state has taken over the authority.

What the dataset contains
Zoning Plans in Placepoint
The zoning plan is the detailed planning instrument under the Planning and Building Act, and the single document that binds a specific property to specific building and construction permits. The dataset covers both area zoning (larger areas) and detailed zoning (single projects or smaller areas), as well as state zoning plans where the state has taken over the authority. The map service is built on the national copy that Kartverket synchronises from the municipalities' own plan data.
For developers and designers, the zoning plan is the first thing to read in a plot valuation: which purposes are set, what the maximum BRA (usable floor area) or BYA (built-up area) is, the eaves height and ridge height, and which phasing requirements or consideration zones apply. The dataset is often read together with Municipal plans (higher level) and Regulation plan proposals (in progress) for a full picture of plan status, and is closely linked to case access (Saksinnsyn). Special extracts: Regulatory Plans (Oslo) gives more detail in Oslo than the national copy. The colours and hatching on the plan map are explained in the zoning plan legend.
Daily updates apply to municipalities with geosynchronisation. For other municipalities, plan data is updated once or twice a year.
This text is based on the dataset documentation, synced 16 October 2026.

Datasets often read together
Number of transactions (property)
The number of registered property transactions per basic statistical unit over a given period, based on the matrikkel.
About the datasetHousing and area reserve (Oslo)
Oslo kommune's own overview of zoned housing in the capital: a compiled zoning reserve that covers both detailed zoning plans (individual projects) and area zoning plans (larger areas).
About the datasetApartment building
All building types classed as housing in the matrikkel, with building geometry from Felles kartdatabase (FKB).
About the datasetBuildings in 3D
Contains buildings across Norway, derived from FKB, aerial photos and LiDAR data (laser).
About the datasetBuilding age
Detailed overview of the year buildings across Norway were built, based on the information municipalities have registered in the matrikkel, with building geometry from Felles kartdatabase (FKB).
About the datasetCoverage Map Case Access
Shows which municipalities we collect public records lists from to power the Saksinnsyn feature.
About the datasetHow often are Zoning Plans updated?
Daily. Daily updates apply to municipalities with geosynchronisation. For other municipalities, plan data is updated once or twice a year.
Where does the data come from?
From Kartverket. We collect the data, check its quality and place it on the right property, with the source and date on every field.
How do I see Zoning Plans on a property?
Look up the address in Fusion and turn on the Property map layer. The dataset is a separate layer there, and the details appear in the property panel when you click on the map.
Can I get the dataset programmatically?
Yes. The same data is available in Placepoint API and in Placepoint AI through MCP, so you can bring it into your own systems and agents.
